I started doing this when my kids were little and I know it works. All you have to do is squeeze the toilet paper roll so that it’s no longer round. It sorta flops over, instead of rolling over and so it takes more effort to get the toilet paper. Not so much effort that it’s annoying, but just the right amount of effort to keep the kids from accidentally unrolling the whole roll.
